Spain is facing one of the most significant regulatory changes in recent years in the workplace.
Act 9/2025 on Sustainable Mobility requires all companies with more than 200 employees per workplace, or more than 100 per shift, to implement a Sustainable Mobility Plan for Commuting (PMST).
The goal?
To reduce emissions, promote sustainable transport and optimize the daily commutes of millions of workers.
What does the law require?
Initially, companies had more leeway to adapt, but Royal Decree-Law 7/2026 shortened the implementation period from 24 to 12 months. The deadline is 5 December 2026.
Companies must analyze how their employees commute, identify opportunities for improvement and implement specific measures, including:
- Car sharing
- Promotion of public transport
- Active mobility (cycling or walking)
- Remote work management
- Continuous measurement of indicators
The challenge of digitalization
Many organizations start from spreadsheets and manual processes, which are not efficient enough to comply with the law.
Digitalizing these processes makes it possible to centralize information, automate bookings, facilitate employee participation and obtain reliable data to assess the real impact of the plan.
Although the deadline falls in December 2026, the sooner a company starts preparing, the more time it will have to implement its plan without rushing and turn a legal obligation into a real efficiency improvement.
